Joseph A. Longo, P.E. has over twenty-five years of extensive telecommunications management experience. His versatility is demonstrated by the wide range of assignments he has successfully handled while working for an Incumbent Local Exchange Carrier (ILEC). His telecommunications career began in engineering and network before moving into regulatory issues and tariff filings where he made significant contributions. This was followed by assignments in sales, product management, and marketing dealing with competitive issues in the business environment arising from local competition in the telecommunications industry. Collectively, this background has provided an extensive understanding and knowledge of many aspects of the telecommunications environment atypical in its comprehensiveness. This made him an extremely effective strategy developer and negotiator within the ILEC and externally with regulatory agencies such as the NJBPU. As a consultant, Mr. Longo has provided consulting services to an ILEC on a variety of issues including service quality, wholesale performance metrics/incentive plans, regulatory/rate plan proceedings, organizational planning, review of the competitive environment, and preparation of infrastructure reports. In addition, Mr. Longo has analyzed cost studies, testified, recommended positions for proceeding briefs, and participated in settlement conferences for the Division of the Ratepayer Advocate for the State of New Jersey in regulatory proceedings.
